Overview

Bayliss Park & Veterans Plaza serves as the heart of downtown Council Bluffs, offering a vibrant gathering space for families, community events, public art, and reflection. Children can enjoy the interactive water feature with child-activated sprays and touchable art elements, while visitors of all ages can explore nationally recognized public art installations funded by the Iowa West Foundation. Highlights include Wellspring, the park's iconic fountain, and Oculus, a performance pavilion, both created by artist Brower Hatcher.

The park is also home to seasonal favorites such as Farmers Market Council Bluffs and Winterfest. Adjacent to the park, Veterans Plaza honors the service and sacrifice of local military heroes. Dedicated on July 4, 2003, the memorial was sculpted by renowned artist John Lajba and represents every branch of the military from the Civil War through the War on Terror. The names inscribed throughout the plaza commemorate Pottawattamie County veterans who made the ultimate sacrifice in service to their country.
