Introducing Speak Up: A New Anonymous Reporting Tool to Keep Pottawattamie County Safe

The Pottawattamie County Threat Assessment Team, a partnership between Council Bluffs Police, Pottawattamie County Sherriff, local law enforcement agencies, schools, and mental health agencies, is proud to announce the launch of Speak Up, an anonymous and confidential reporting tool designed to keep Pottawattamie County safe.

Speak Up is a secure, anonymous way for residents to report potential threats, suspicious activity, or concerning behaviors that could impact the community's safety. Once a report is submitted, it is reviewed by the Pottawattamie County Threat Assessment Team who assess the information and determines the best course of action, which may involve coordinating with schools, mental health professionals or other resources to address the situation. The goal is to intervene early, prevent harm, and keep Pottawattamie County safe.

"Speak Up represents a community partnership dedicated to safety," said Council Bluffs Police Chief Matt Davis. "By working together, law enforcement, schools, and mental health professionals can assess and manage threats effectively. We are calling on residents to use their voice and play an active role in keeping our community secure."

What Can Be Reported? Speak Up is a versatile tool designed to address a variety of concerns:

  • Direct Threats: Verbal, written, physical
  • Concerning Behaviors: Escalating aggression, social isolation, substance abuse, self-harm, animal cruelty
  • Suspicious Activity: Unauthorized access attempts, unusual surveillance, materials linked to violence
  • Significant Changes in Behavior: An excessive interest in violence, difficulty following rules, increased conflicts

Using Speak Up is simple, anonymous, and it can be done from a computer or mobile device at www.SpeakUpPC.com. Individuals are encouraged to provide as much detail as possible, including photos, videos, or other supporting evidence. The reporter's identity will remain anonymous unless they choose to share contact information. Please note that Speak Up is not intended for emergencies and is not monitored 24/7. Anyone experiencing an immediate emergency should always dial 911.

Speak Up underscores the critical role that each resident plays in community safety. By reporting concerns early, residents contribute to a proactive approach in preventing potential harm. All reports are handled confidentially and professionally, ensuring the appropriate authorities can intervene before situations escalate.
