The Council Bluffs Police Department, Council Bluffs Fire Department, and the Pottawattamie County Sheriff’s Office have teamed up to introduce Project Lifesaver, a critical new program aimed at protecting individuals who are at risk of wandering due to cognitive conditions like Alzheimer’s, dementia, autism, or other developmental challenges. Through the program, participants wear a lightweight, battery-operated transmitter on their wrist or ankle that sends out a personalized radio signal. If a participant goes missing, trained first responders can quickly track the signal, often locating the individual in 30 minutes or less.
Council Bluffs Police Chief Matt Davis highlighted the importance of the program, saying, "Project Lifesaver gives our officers the ability to quickly locate individuals who wander, cutting search times from hours—or even days—to minutes. That’s critical in situations where every second counts.”
Davis added, “This reflects our commitment to protecting vulnerable residents and providing peace of mind for families. We’re proud to be working alongside the fire department and sheriff’s office in a program that puts people first.”
Council Bluffs Fire Department’s Dan Morse added that Project Lifesaver is a natural fit: “Our mission extends beyond emergency response. This proactive tool aligns perfectly with our goal to prevent crises and protect life before an emergency happens.”
Thanks to initial funding, Project Lifesaver is now enrolling participants and taking its first steps in the community. However, ongoing success relies on sustained support from local donors. Contributions help fund essentials like equipment upkeep, battery replacements, responder training, and future program growth. Those who wish to support the initiative can donate through the Community Foundation for Western Iowa.

Project Lifesaver is a strong reflection of what can be achieved when compassion, teamwork, and a shared dedication to protecting vulnerable individuals come together to support community safety.
